5320: Administrative Employee Salaries and Benefits

This policy addresses the salary and benefits of administrative employees. Administrative employees are senior and certified administrators in the district. In accordance with Board of Regents regulations on the employment of school principals, the salaries, benefits and working conditions of district administrators shall be set by the school committee after discussion with the administrators and reduced to writing. Salaries shall be set according to the ranges included in this policy. The salary ranges and job descriptions shall be reviewed at least every three years.
The committee upon recommendation of the superintendent after consultation with the respective employees shall determine placement within the salary ranges. Placement shall be based on the following criteria:
1. Initial placement in the ratio range is made on recommendation of the superintendent to the school committee upon hire and is based on experience and prior documented performance.
2. Absent reason for change, placement on the ratio range shall be maintained from year to year.
3. Excellence in performance, maintained over time, will normally result in placement on the upper levels of the range.
4. Deficits in performance as documented by evaluation may result in downward movement on the range.
Administrative evaluation shall be based on generally accepted standards of performance (where available). For building administrators, school improvement goals shall be the focus of performance. For district administrators, performance goals shall be related to district goals as they relate to their job description.
The superintendent's recommendation for placement on the salary schedule shall be forwarded to the school committee no later than necessary for action at the second June meeting. A recommendation for placement of new hires shall be made at the time of employment recommendation.
Administrative employment contracts may be for periods up to three years. Contract length shall be determined by the School Committee based on a recommendation of the superintendent. The recommendation of the superintendent for contract length shall be based on the following criteria:
1. Performance in job, both level and consistency over time.
2. Length of service in position, administration, and to South Kingstown.
Benefits: Benefits provided to administrative employees shall be as follows:
· Health, Dental, and Life Insurance as provided to the organized certified employees of the district. Such benefits shall include the "Early Retirement Incentive Program", under the same terms and conditions.
· Annual and accumulated sick leave and personal leave as provided to the organized certified employees of the district.
· Vacation time to year round employees of four weeks for the first five years of administrative service and five weeks thereafter. Ten vacation days may be carried over to the following year.
· Upon retirement, a lump sum payment for unused sick leave according to the formula in place for the NEASK.
· The availability of up to $1,500 for professional development, the expenditure of which is subject to the approval of the superintendent and in accordance with district policy.
· A group disability insurance policy in lieu of access to a sick pool. Policy coverage and district contribution to be determined by the School Committee after consultation with the administrators.
· In an effort to maintain service of long-standing excellence, after 5 years of service to the district in an administrative position the upper range of the position shall be increased by 0.02 and after 10 years of service by 0.04. Such shall not indicate an automatic increase.
