This policy addresses the salary and benefits of employees who are not covered by collective bargaining agreements, exempt employees.  The salaries, benefits and working conditions of exempt employees shall be set by the school committee after discussion with the employees and reduced to writing.  Salaries shall be set according to the ranges included in this policy.  The salary ranges and job descriptions shall be reviewed at least every three years.

The committee upon recommendation of the superintendent after consultation with the respective employees shall determine placement within the salary ranges.  Placement shall be based on the following criteria:
1.      Initial placement in the ratio range is made on recommendation of the superintendent to the school committee upon hire and is based on experience and prior documented performance.
2.      Absent reason for change, placement on the ratio range shall be maintained from year to year.
3.      Excellence in performance, maintained over time, will normally result in placement on the upper levels of the range.
4.      Deficits in performance as documented by evaluation may result in downward movement on the range.

Benefits:  Benefits provided to exempt employees shall be as follows:
1.      Health care and insurance coverage shall be the same as provided to teachers.  Where teacher co pay is linked to salary step, actual salary shall be used to determine the commensurate contribution.  Any exempt employee who qualifies for the post retirement health coverage available to certified employees through length of service on or before June 30, 2008 shall be eligible for such coverage.  Afterwards, this benefit shall not be available.
2.      Additional benefits shall be provided as follows:
a.      15 days sick leave per year maximum accumulation of 180
b.      Vacation time earned as below with a carryover maximum of 15 days –
i.      0-4 years – 10 days per year
ii.     5-9 years – 15 days per year
iii.    10+ years – 20 days per year
3.      Upon retirement under the state retirement system, employees shall receive a lump sum payment equal the rate paid daily substitute teachers at the time of retirement times one-half accumulated sick days.
4.      A group disability insurance policy in lieu of access to a sick pool.  Policy coverage and district contribution to be determined by the School Committee after consultation.
5.      Exempt employees shall be paid longevity according to the following formula.  All longevity will be based on full time continuous service in South Kingstown.
a.      10 years service        $750
b.      15 years service        $1,000
c.      20 years service        $1,250
6.      The school district shall establish a budgeted amount to support the professional development of exempt employees.  The School Committee will create a pool of available funds equaling $750 per exempt employee per year.  All uses of these funds are to be subject to administrative approval.
7.      Exempt personnel should expect to review their job performance at least annually with their immediate supervisor.  Performance concerns shall be documented in writing and provided to the individual.
8.      Exempt personnel may anticipate their employment to continue from year to year unless notified otherwise, and for reason, by the superintendent.
