SKAN is issued by the South Kingstown School Committee to inform staff members and interested others of matters discussed and actions taken by the School Committee at its most recent meeting. SKAN does not represent meeting minutes.  Minutes are available at http://www.skschools.net



Building Security Access Review:  The committee heard a review of a security audit of the school buildings.  They also discussed plans to ensure that security at each building meets standards.  The goal is that every individual who enters a building will need to have contact with an adult to ensure a legitimate purpose for the visit.  Over the next two years, we will install video cameras, new door releases and in some cases new doors.  We will also institute an electronic ID card for staff which will replace keys and be more effective in ensuring that only authorized personnel are in the schools.

Use of School Facilities Policy:  (9205), Second Reading: The committee discussed a proposed revision to our policy on organizations using our facilities.  The revision changes comply with the current changes in fire codes, non-smoking requirements, federal building access provisions and other statutory changes.  We also clarified roles and responsibilities and updated the fee schedule. The second reading also clarified when cafeteria personnel must be present.  The committee approved this revision 5-0-0.

School Committee By-Law Revision (First Reading):  The committee discussed a revision to the By-laws presented by the Communications Sub-Committee based on an updated interpretation of the Open Meeting Law by the State’s Attorney General. The new interpretation now allows for a brief, non-voting, response to matters raised in the public comment section of school committee meetings. Previously, school committee members were not allowed to respond to any matter not specifically listed and posted on the agenda.  The subcommittee also presented a Frequently Asked Questions (FAQs) list which explained the operations and procedures of the school committee. The By-Law revision will return to the committee for a second reading.

Chinese Language and Culture Program:  The committee approved the District’s request to implement a Chinese Language and Culture program by supporting a Chinese Guest Teacher from April, 2007 through the 2007-2008 school year.  All grades, from elementary through high school, will benefit from a specially designed program appropriate for grade level.  The committee voted 5-0-0 to approve this program and thanked the District for their pursuit of this worthy endeavor.

2007-2008 Budget: The committee discussed revisions to the 2007-2008 budget. The committee approved (5-0-0) using the savings generated by the town hall’s diligent work in negotiating a lower health care insurance rate to restore middle school interscholastic sports and the middle school science materials.  The committee also voted (5-0-0) to request that the town council approve a $195,385 exception to the property tax cap to fund the extraordinary cost of educating 8 boys in the new group home in town.  The committee continued to express concern that if the state fails to pass a supplemental funding for the group home, we may have to again cut programs to cover those costs.
