(SK Action Notes)
October 23, 2007
SKAN is issued by the South Kingstown School Committee to inform staff members and interested others of matters discussed and actions taken by the School Committee at its most recent meeting. SKAN does not represent meeting minutes. Minutes are available at http://www.skschools.net
Superintendent’s Report: Dr. Hicks noted that the State Department of Education has extended the deadline for submission of the yearly mandated School Improvement Plan to November 30, 2007. In addition to the plans being submitted to the State, the School Committee’s accountability subcommittee will review each plan to ensure their alignment with the district’s goals. Dr. Hicks also corrected a recent misstatement in a local paper which stated that the
town does not contribute money to charter schools. On the contrary, the district provides over 1.3 million dollars to the two charter schools.
Policy 8445 Revision, 2rd reading: This policy establishes the eligibility and processes for students to obtain high school credits at other schools as well as allowing students to enroll in courses at colleges for both college and high school credits. The Committee adopted the policy by a vote of 5-0-0.
Policy 2140 Revision, 3rd reading: This policy revision outlines the appeals processes for staff, students and families not covered by contractual agreements or state and federal laws. The Committee adopted the policy by a vote of 5-0-0.
Policy 5310 and 5320 Revision, 1st reading: These policy revisions are needed to help identify the district’s liability for post employment benefits for administrative and exempt employees who are not covered under contractual labor agreements. The committee will continue to discuss these issues.
Proposed Changes to the State Special Education Regulations: The committee discussed the proposed changes and expressed its concern about the new regulations diminishing services to children. The regulations would allow larger class sizes and reduce eligibility for 230 day programs. The committee agreed that changes could be supported if they allowed the district to be more flexible and provide more relevant supports and services to children. The committee will continue to discuss this issue and requested feedback form the Special Education Advisory Committee.
Professional Development Sub Committee Report: The subcommittee presented its preliminary school committee self assessment plan. The evaluative matrix will assess the committee’s ability to engage the community, set appropriate policies, lead by example, articulate the community’s values on education, use data meaningfully and advocate for children.
